well iv always been told to control your landing as in going down slowly to activate all the muscle not just drop straight down like a rock. + she's using her left leg to push off which kinda negates the whole exercise.

If you wanna build mass and strength then use heavy weight for 8-12 reps. Anything more like 15 reps would be for endurance.

I do this exercise stepping up 2 feet from the ground with 20 lbs in each hand. If you do it high enough and you hold heavy weights you will definitely feel it in your posterior chain. Even if you use your trailing leg to push off a bit I really don't think it negates anything. Push through the heel on the working leg and you'll be fine.
