Yes, it's in Tracy, Ca.
About 1 hour from San Fran, and 1 hour from Sac. The hills they use for the climbs are The Face, and Open Shot.
and that hill in this movie is right between the junction of Potters Loop and Potbelly Trail; right before you get back onto Potters to head to pratice hills/single track.

Where in California is Carnegie Hill? Is it near Hollister? The hill to right at the beginning footage with no trail up from the valley looks like a better hill climb, in other words more challenging...Thats where I would be.

It's by Tracy, Ca near the Lawrence Livermore Labs? you know where the split atoms and one of these days a huge explosion will happen. LOL . It's also where they have some of the National hill climbs on some Kamikaze type hills which i would only hike up or somethin' .

i did that on my bbr/red baron 110! and i whellied it all the way up on my kx 85...

KX85 ? how much is your weight? I'm pushin' 160 might have to wick that 85 to make it up that hill.. right on though.
