This is a SoC, but it cannot run linux or windows because it uses a different instruction set. Linux and Windows use x86. The creator can program an operating system, whether it be a port of linux or a custom operating system, if he feels the need to.

As I know a SoC is a system capable of run in a OS like linux or windows so this is not a SoC. This is a SiP :)
