There's nothing wrong with Raiden. Rose is the one that's annoying. Unlike the veteran Snake, Raiden is just a character that has to grow up over the course of his mission. He's fine at the end of the game.

I've said this before, but Snake fans should prefer the role he has in MGS2. He actually gets significant spoken dialogue other than the last two words someone said to him, unlike his role in MGS1. "The nanomachines? Card keys? Second-floor basement? Metal Gear?!"
