It's the background for the Electrolyzer puzzle. When you start the puzzle, a camera is activated somewhere over that place. But since it's not meant to be reached by Ratchet, it's not solid.
About the ship floating at the edge of the level, it's probably hard-coded into the game that there must a ship in all levels, so they put it very far. R&C 2 is oh so full of glitches.

Lol anyway yeah this is my only favorite Museum ins the R&C games, guess cause I love the music and sky here. The felling is great.

AWESOME MAN, i remember when we found taht place with my friend and we discovered that room and we always tried to get up those stairs, but we NEVER reached the door.
