This was on the Tibetan plateau (near Kanding, if I remember correctly), but not in the political region of "Tibet" as defined by the Chinese. The former was always more relaxed for both tourists and for the Tibetans who live there. I'd be surprised if the latter has been shut down for tourists, but I haven't been there for 4 years.
