PHASE II BEGAN IN 2003 AND THE WAY I UNDERSTAND IT, IS THAT IT WAS THE STATE'S JOB TO START ENFORCING PHASE II AT THE VERY LEAST 5 YEARS AGO, AND COUNTIES WITH OVER 100,000 RESIDENTS, WHICH WE HAVE HERE IN PUTNAM COUNTY, THE TOWNS THAT MAKE UP PUTNAM COUNTY HAD UNTIL JAN, 08,08 TO BE HAVE THEIR LAWS IN PLACE AND BEGIN IMPLEMENTING THE FEDERAL AND STATE MANDATES OF PHASE II.
