U speak of the Carter era "Community Reinvestment Act" (CRA) and try to blame it for the fiscal disaster. Wrong! Consider this: the main culprits in the US fiscal meltdown were priv.sec. fin.institutions NOT SUBJECT TO REG'S OF THE CRA. Only 1 of the top 25 subprime lenders in 2006 was directly subject to the CRA. The largest loses had zero to do with banks covered by the CRA. Further, the CRA doesn't explain why there was a housing "bubble" in Spain where was NO CRA. Real Culprit? DEREGULATION.
