The Only Diffrence between this Packages is that in the Fedora Version the path is "/usr/share/plymouth/themes/" and for Ubuntu "/lib/plymouth/themes", so the Fedora Version would'nt be shown on Startup ;-)
So here is Thing you should do, I do the Description
Press ALT+F2 and type in
(Ubuntu) gksu nautilus /lib/plymouth/themes
(Fedora) /usr/share/plymouth/themes/
in this Theme Directory, copy the Folder from the tar.gz Archiv...
Now Open up an Terminal and type in
sudo update-alternatives --install /lib/plymouth/themes/default.plymouth default.plymouth /lib/plymouth/themes/dandelion/dandelion.plymouth 200
For Fedora, its
sudo update-alternatives --install /usr/share/plymouth/themes/default.plymouth default.plymouth /usr/share/plymouth/themes/dandelion/dandelion.plymouth 200
Now Paste this Command in an Terminal
sudo update-alternatives --config default.plymouth
There you can select the Theme "dandelion", after you choosed it, type in
sudo update-initramfs -u -k all
Now Reboot your PC and be Happy :)
