The surface area is the same. let R=outer radius and r=inner radius

    surface area of a regular cut = 2(πR^2 - πr^2) = 2π(R^2 - r^2)

The cut he made is a mobius stripe with its surface area shared by the two halves. The surface area of that is the same as both sides of a stripe with a width R-r and a length = to the circumference of the circle made with and radius (R+r)/2

    so the total surface area = 2(2π((R+r)/2)(R-r)) = 2π(R^2 - r^2)

No, because the twisting adds area. Imagine it twisted 1000 times, and it is obvious that the cut surface has greater area than with no twisting. If you are thinking of Pappus's centroid theorem, that assumes a surface of revolution with no twisting. But it can be generalized for the twisted cut.

I can add more area to an object, slice it almost in half and boom there's more surface area because you revealed more of the object. You may start praying now, although I don't exactly have any eternal life to give or chocolate or whatever.
