That is, of course, unless the horse is the famous Mister Ed.
The man is obviously Wilber Post, a transparent metaphor for our failing postal system. The fox is no doubt a reference to a cable news organization that has it in for donkeys, a close relative of horses.
The moral:
Don't let the fox into the hen house unless you've looked a gift horse in the mouth, and counted all your postage before you swing your axe.
