A permit to bomb? Dude, I've never heard of something so stupid in all my life. Graff is about taking risks and zooming on the rush you get from knowing you can get fucked at any given moment by something as small as a snitchin ass clerk to as big as some over zealous fuckhead pig with trigger-happy syndrome.
