how does the equation for a carbonate go?
metal carbonate+acid---> salt+hydrogen+water?

Nah its Sr Carbonate + Acid = Sr Salt + CO2 + H2O (Sr being Strontium)

Can it just be left to evaporate in the open? I don't feel comfortable heating it, plus I don't have a cooker I can use outside.
if you start with say 25% Nitric acid does water still need to be added to dissolve the SrNO3?

It can be though if there are contaminates in the SrCO3 it wont dry naturally. Its just faster and easier to dry it with a hot plate.
You wont need to add more water with the 25%. You shouldn't have to any way.
i would rather buy pure strontuzm nitrate than strontium carbonate and nitric acid. lol
