A question can never be called "straw man", since the question does not presuppose anything about the opponents position. A straw man argument on the other hand is ASSERTING things about the opponents position that turns out to be false. A simple question does not do that

The straw man is an argument, not just a question yes, so first he poses a question, then he answers his own pressuposition to attack the opposing argument.
