No, its because alot of ppl complained about the overheat meter from 1, so they changed it, made up some story about the Geth creating a new way to deal with the overheating of weapons. Its all in the codex for those who have the game. Says that the geth calculated that the majority of firefights are won by the side that deliver more rounds down field the fastest.

@CrimsonGuard1992 Yeh i think they r importing ammo into the game..coz there r soo many new weps it would be stupid for them all to have this overheating thing like they did in the first one...

But i also read in Mass Effect wiki that there is still overheating, that u can eject a heat sink to cool down you gun

They've already confirmed like six months ago that all weapons in ME2 will now have ammo instead of overheating. Google is your friend.
