Frank Abagnale (of 'Catch Me If You Can' fame) covered this in one of his books.
They take a five and bleach it white, then print a $100 over it. That's why the hologram is of Abe. The paper feels real because it is real currency paper, just of a 5-dollar bill instead of a 100.
The security line is also in the wrong place because it is in a different spot for each denomination.
