Chicago Election Board Chairman Langdon D. Neal describes and demonstrates the new "undervote" detection system. Under a new state law, this undervote-alert system will be in effect for the first time in the Tues., Feb. 2, 2010 Primary Election in Illinois. If no vote is cast for one or more of the six statewide offices, the ballot is returned. The voter has two options: make changes to the ballot -- or tell the judge of election to accept the ballot "as is." This changes only the paper ballot process. The touchscreen voting machine has a review system where the voter can learn of (and change) undervotes before casting the ballot.
