@amordramon22 I think that he simply didin´t do it because it means stopping in the detail of composing it, and losing time. In my opinion, what really matters is the reveal of his true attitude. Just slicking it back is a stronger gesture than slicking it back and also using both hands, arranging his hair like "OK, have to get this... Lemme see... OK... perfectly composed between eyes... Yeah, now I can do my bastardous and glamorous villain pose"

Actually, about Byakuya not wearing his kenseikan-hair-thingy, (in the anime, at least, ep 62) he wasn't wearing them when he saved Rukia. They did a good job with the details ^.^
