Transboundary lake and river basins cover nearly half of the Earths land surface. There are 145 countries which share water resources with their neighbors. Excessive and inefficient water use, chronic and incidental water pollution, weak or poorly enforced water policies and laws, and the neglect of or lack of capacity to implement existing treaties can cause tensions over water between those countries can lead to tension. However, an assessment of water-related conflicts shows that since 1948 there were 37 incidents of conflict between countries over water, while, during the same period, nations negotiated and signed 295 international water agreements. Therefore, improving the management of water resources leads rather to cooperation that to a conflict between countries. In effect, responsible international management of transboundary water creates a number of other benefits, including: an increase in international trade, creation of jobs, and political security.
