Can you only buy that gear from the merchant if for example Destruction owns the keep?

And if you take another keep will there be diffrent gear to buy?, kind of like getting gear as reward?

Yes, your faction must own the keep in order to purchase renown gear tier 2 and up.

The renown gear is the same in all keeps, but the rewards from the chest are different (I think).

Which one? Stonetroll or the mutations? There haven't been enough Stonetrolls poppig up to really record a good match, and I haven't started recording for the mutations video.

Witch elf isnt that over populated. to be honest on ma server every single class is equal out.

The Keep Banner is for repeatable quests you get from Inevitable City (Tchar'Zaek, Grumlok, and Malakith,) to capture keeps. You can't loot it until you get the quests.
