You can get all manner of spear guns online (e.g. scuba dot com). Spearing is not so good for very small fish though.
I should warn you that this harder and more demanding than it looks. Most rod fishermen think that this is the easy way. It really isn't, and appart from skill, you need a lot of equipment to make it work right (at the very least a mask, snorkel, fins, belt, diving weights, gun... and possibly also wetsuit, divers buoy, gloves, etc).

hey do you know where i can get a small panfish spear gun? i just want to try this out this summer, because if the crappies and perch and bluegills arent biting, then i can just go spear em haha! thanks for your help in advance.

shooting carp is internationally known to be THE challenge in spearfishing. I keep training, and one day I'm sure I'll be able to shoot one.
