It was written by a little girl who was in the hospital. She had a room that looked out over some body of water and at night when she couldn't sleep, she would watch the lights from the barges go by. She eventually died and they found this song on a piece of paper under her mattress. Her parents showed the song to the scout troop she was a part of. When her troop went to camp, they made little "barges" out of their milk cartons and put candles in them. They let them go in a lake and sang this s
