I know this as "Looking For A Partner" by James Braidwood - it's the opening track of The New Victory Band's album "One More Dance and Then". They have another 32 bars of the tune (in G), but many people don't play that second half, which is a shame because it's fun - real end-of-the-pier / funfair stuff!

The second part sounds very quebecois to me.
And the term "twostep" sounds cajun!
