Telkom in South Africa (http://www.telkom.co.za/)provides most communication in South Africa no major opposition, which created dependency on Telkom providing meaningful communication systems for business and private clients alike.

Telkom play an important role in sponsorship of events like the Telkom cup, FIFA2010 and various other great sporting events, to promote the company and South Africa.

Telkom plays a significant role in changing the lives of many people in South Africa through the Telkom Foundation, which funds various legitimate Non-Profit Organisations.

This is NOT an attack on Telkom in any way.

I cannot accept the fact that Telkom are charging Non-Profit organizations the same rates that any Pty, CC, Ltd or other business would pay for their communication.

I am the Executive Director of Autism Western Cape (Est. 1967) Sec. 21 Company Registration 2003/014399/08, Non-Profit Organisation 003-230, Registered as Section 18A Public Benefit Orginisation 930007695.

5years ago I was advised by Telkom Bayside branch that it would be cheaper for the organization to open the telephone lines & ADSL in my personal name. I followed the advise for the following reasons:

1. Each telephone line for a business client requires a deposit. (Current R700 per line), we have 6 lines.
2. Monthly rental of lines is cheaper for residential clients than business clients.
3. Call charges fro residential clients are cheaper than business clients.

I don't think that it's the best way of keep an legal entities account in a private individuals name, for the simple reason what happens to the accounts should the person moves on or anything happen, in any way it's not good business practice.

In attempting to rectify this with Telkom, 5 years down the line, Telkom has never revised their policy in dealing with NPO's. I have made various attempts to contact Telkom to discuss my concerns to no avail. The only valid response I received confirmed the following:

"Please be informed that there is no discounted price for NPO's. I have been told that all Telkom tariffed services are on a non-discriminatory basis and therefore irrespective of the nature of the business, these tariffs will be applied uniformly."

This is not right!

Telkom clearly distinguish between business and private clients, which means their systems cater for different cost structures.

• I'm NOT suggesting that NPO's pay nothing for the services that they are depending on,
• I'm not asking for a change in application procedure, process or any special treatment, for legal, established, organized operational Non-Profits

I insist on:

• The same cost structure which residential clients are charged
• and waive the R700 deposit per line for NPO's' Please!

Communication is the most vital and pivotal for any NPO's to perform their thankless duty, raise desperately need funds, and to ensure the wellbeing of the people in their care. Communication, after salaries, is one of the biggest expenses, which NO Non-Profit could exist without.

Should an NPO be application for funding be approved by the Telkom Found, large chuck would be paid back to Telkom to manage their communication. Could that be a reason why Telkom apply the policy to NPO's?
