Tax cuts aren't ideal.  Real governments wouldn't politicize taxes. Local governments don't..can't. How does local government pay its bills? Property tax. They prepare a budget, then apply a tax rate to the base. Income taxes ought to be done this way. So, a budget gets done, total income is reviewed, and in an economic downturn the people making the money pay the tax. Even the indexing could be voted on and adjusted. Pay your taxes and quit your crying.
