So then, it's illegal to hurdle a player on the basis that if the opponent has both feet on the ground, you're supposed to play to get tackled, correct? Why is it a 15 yard penalty? Usually those are for pass interference calls or personal fouls like the facemask, crack back/chop block, and taunting.

The current NCAA rulebook allows the ball carrier, and only the ball carrier, to hurdle opponents.

Stupid Penalty? Another great Cal running back showed exactly why there is a Hurdling Penalty. Jahvid Best hurdled an OSU player to score a TD and ended up getting rocked, thankfully hes not paralized but I am guessing his season is done. The penalty is there for safety of the guy jumping not because of the defender (although Best wasn't flagged for hurdling he should have been as the OSU defender he tried to jump over clearly had both feet on the ground).
