    If the city is floating in deep waters, not much.

    A tsunami moves as only a slight ripple while it is still in open water and only grows to a huge wave when it hits shallow waters. This is because the water in front slows down when it gets to the shallower water while the water behind it keeps going. The end result is a huge wave.
