The US 1940 Embargo shoved Japan into the Tripartite Pact, therefore guaranteeing what the US wanted, war with Germany. Then 2 weeks later they started initiating McCollum's Memorandum and the next year initiated the unhinged 1941 Embargo against Japan. By 1941-12, 75% of ALL imports to Japan and 90% of Petroleum imports evaporated. Never mind the US funding China against Japan. Japan was defending themselves at Pearl Harbor against the economic and political warfare of the US.
