Its unlocked so yes it does...i am in uk and have one!
As long as it says sciphone on start up you should be fine...lots of fakes around!!

Most of these phones come with the updated operating system on them. However, if yours does not have the 3.0a operating system, then you will have to buy the update at the site in my description.
