Found out how to do it! Push one of the barrels up under it and "head-butt" the torch. Thank you UnrealSP!

Found it - there's a trigger on top of the nearest torch that raises the pillars. However, I'm not sure how you're supposed to get on there... a rocket jump would be a high price and a risk and I don't think there are jump boots around? I can't recall.
