I think it is about the monkeys all living peacefully and more in tune with nature before whatever wealthy and powerful country comes along and corrupts them with offers of wealth and power in exchange for violence (overthrowing their existing government, fighting some other tribe/faction that they have no existing quarrel with, sowing dissent even within their very own ranks. In the end they turned on their "benefactors" and salvaged what power they could from them and are now in charge.

I think the whole monkey thing is about them innocent and "pure", not about them being barbarian. Notice how they are smiling and living in harmony together before the diplomat comes.
