Backup proxy is NOT a ESX box as you stated, it can only be Windows 2003 SP1 PHYSICAL box, its not a ESX box.

You said "SAN - iSCSI"
VCB does not support iSCSI< read the manual page: 25
quote: "NOTE Currently, Consolidated Backup is not supported for iSCSI or NAS/NFS."
SAN is fiber channel only
