they dont have the water because the engine with the hose built in is using it befor them

The inch and three quarter lines were switched to another gate, which would not open, and on the third attempt the line was switched to the rear discharge, which opened. Over the course of the next few months, several of the other new rigs had other issuse, mechanical and electrical, which prevented them from pumping water. Those problems were addressed and corrected.
(this was a bad time to discover your rig has ploblems)

I was at this fire back in 2001,fyi the reason for the water delay was that there was a mechanical problem which did not allow the discharge gates to open. Engine 30 was the first generation KME and was two weeks old. At that time it was unknown that the transverse dischage gates had a mechanical defect which would not allow them to open.
