At first I didn't understand what he was saying but now it makes sense. Every citizen must participate and fight aggressively against those that corrupt the system so represenative government can be kept. Mr. LaFollette is probably referring to the wealthy and powerful, but it is uncertain. The same is true now as it was then, people must fight to preserve "a government by the people, for the people and of the people."
