Cecilia Vélez White, Ministra de Educación, habla sobre el programa nacional de Bilingüismo, y el papel que cumplió el British Council.
La ministra menciona la importancia que hay en desarrollar programas donde se fomente y mejore el nivel educativo de la lengua inglesa. A su vez habla de las problemáticas y necesidades que afrontan las regiones de Colombia y la necesidad de cumplir a las exigencias que exige un mundo globalizado.

The minister mentions the importance of developing programmes which help to promote and improve the educational level of English language. At the same time she speaks about the troubles and needs that face Colombias regions and the need to meet the demands of a globalized world.
