I talked to many people in 8 years, and not ONE person on the streets had received ANY trickle down of foreign aid. Zambia is a peaceful country, but even there, the common people were sick and tired of a US-empowered tyrannical government that doesn't care at ALL about their people. They can afford not to care about their electorate, because foreign aid fully funds their continued despotism.
