Because some people thinks that Pac's death was just a fake so that he could escape fame.
After becoming famous, Pac was in more danger than before, because more and more people knew what he stood for. You get a whole lot of enemies in the rap game.
So some people thinks that he made clues in several songs that he's still alive, but Pac knew that when the clues were all discovered, most people wouldn't believe them anyway.
