I'm fairly sure this is trying to explain Noodle's past. Gorillaz is more than just an animated band, because the members have stories behind them. The first time Noodle was associated with the band, it was when Murdoc found her in a FedEx crate on his doorstep after they put an ad out, looking for a new member. Noodle was a part of a secret government project, and Noodle was training specifically as a musician. Out of the group that went into that agency, Noodle was the only one to survive.
