Why won't most monitors accept the signal? Does it interpret it as a broken signal and just scrub it?

@gir489 Apparently, the sync signals (vertical and/or horizontal) sometimes go out of sync. Apart from synchronising the communication, these signals are used by the monitor to determine what mode (frequency and resolution) to use. If the sync signals are noisy, presumably the monitor gets confused about what mode to use, and switches back and forth. Since switching modes is typically a slow process, the monitor never has enough time to leave the confused state.

@BogdanStanciuMusic Yes and yes. =) The graphics are generated by a program running on the chip, but the program is using data from the music routine when calculating the graphics.
