Hmmm. My GoTY version of Half-life only plays this, like, once, during the beginning of the game, and the track ends before the train arrives at the station. IIRC, mind you. On the Steam version of Half-Life (cause I'm awesome like that and have both), when I finally got it to work cause I had some errors with audio crashing the game and whatnot, it was looped for me. It kept on looping until I hopped into mah H.E.V.
