absolutely. you wonder what happened that brought him there. also, i should note that he is always dressed differently, but always in clean clothes and often times more co-ordinated than some of the tourists I see. Either someone is taking care of him, or he is lucid at some point in the day and gets to this state on his own.

since he is impossible to communicate with, I cant tell by asking him.

I kind of do, too. He's obviously lost his mind. He can be religious, be a valued and constructive member of society as a preacher, but only someone unbalanced would stand in the rain, throwing pebbles in the parking lot of a Walgreens....however holy those pebbles may be.
