Mankind was unconscious, but The Rock had an audio clip of Mankind saying "I Quit" from an earlier promo. He stuck the mic down by Foley's face and had it played over the speakers, giving Rock the championship.

Everyone already knew it was Mick Foley by this point... so they just started playing his original music for a while after he won the championship. It actually helped them in the Monday Night Wars because WCW publically teased Mick's win, so WWF played it up for the fans who all loved him.

No, it was always the people's elbow until he became a Heel and part of the Corporation. Then it became the Corporate Elbow... then he turned face again and it went back to being the People's Elbow.
