I believe the point is: Don't be so vain to think the universe should be some way other than what it is. To let the design of the universe, which is infinite and unchangeable, affect your behavior in is petty and childish. The sheriffs decision to give up his post, quit on his duties, just because he feels he can't affect or change "what's coming", is the ultimate act of vanity, which is against "Gods" will.

I'm a Zen Buddhist. The clue is in the name. "You can't stop what's coming" keeps coming back to me. It sounds like the truth. It sounds like something I need to hear now.

It's basically him talking about to him how to world is changing and there is no stopping it. The old folks in this movie didn't understand how the world was gradually descending into "madness". The film was set in the 1980's. Just look how the world is now. The Mexican drug war and so forth.
