The neon looks like it had the stock suspension- you can see it when his back end twitches out a bit. A good suspension set up on a neon makes it ride like its on rails.

Your gears are too long, & you're coming out of corners too low - which is partially due to your gears.
A shorter final drive will keep you in the sweet spot... It's worth sacrificing your top speed, since you won't see it on this track anyway.
