HAMILTON COUNTY, Ohio (WKRC) -- An audit of the Hamilton County Sheriff's Department is critical of the previous administration. Current Sheriff Jim Neil commissioned the audit after he took office. The audit says the department under former Sheriff Simon Leis was stuck in time. It was conducted in part by former Police Chief Tom Streicher. Three areas of improvement are identified in the report. Staffing, Technology and Training. The report says under Sheriff Leis the staff ran with military discipline, and was resistant to change. It says technology is so out-of-date it affects public safety. Ongoing training vanished with the 2008 budget cuts. Sheriff Neil says he's already begun to make changes in those areas.
