According to my Web research, this art work called "Bear" was installed at UCSD in 2005 by a team led by Tim Hawkinson. It is 20 feet tall and weighs 370K pounds. Apparently, kids like to climb on it and decorate it. Most people I chatted with like the bear, although some did not. For others, it took them time to warm up to it. One person thought the simple, friendly bear sculpture contrasted nicely with the complexity of the engineering work that goes on within the surrounding buildings.
