@blake9766 you're sanding so that you can get a nice, smooth, consistent surface. scuffing up the rims before priming also helps the primer to bond with the metal, allowing a good base for the paint to stick to.
I'm still a noob at this but after a few hours of research that's my understanding of it.

These are the exact rims that I have right now that Im painting. The spots inbetween the spokes are the real tough parts to sand : /

sorry but serious noob question here.. why would i want to sand the primer off the wheels? would it somehow work the primer into the screeches in the wheels?
