We must look at it from the state perspective and look at the concepts sovereignty/security/humanism in particular They fuel the concept of race violence. Labelling of "others" is a useful tool to indoctrinate (Radical Islam, Christianity and Judaism). However this mechanism has been replaced by Nationalism/patriotism.
