i guess you have replaced the 'Shaders_Win32.precomp' file for somewhat reason, so all you need is just recover it with original game file, then you can install recent patch.

just use pond tool to remove the f*cking tower safely, or you can use flat terrain tool to make your lot being flooded out!!!!
