Alastair Gilchrist, Director of Parking at Westminster City Council explains to LBC's Nick Ferris how they will let you off your parking penanty notice if your legitimate attempt to pay by text message doesn't work out. They're fair and reasonable people, apparently, and they don't want us to pay using cash anymore.
