Alastair Gilchrist, Director of Parking at Westminster City Council explains to LBC's Nick Ferris how they will let you off your parking penanty notice if your legitimate attempt to pay by text message doesn't work out. They're fair and reasonable people, apparently, and they don't want us to pay using cash anymore.

You may read more about London's forthcoming totally cashless/surveillance society here:

Nick Ferris is a popular gay icon. Today's show is is broadcast from Sydney, Australia where the 2008 Mardi Gras gets underway on 9 February.

  • Enforcement Traffic Management Act 2004

"It is important that authorities do not introduce a system that inadvertently discriminates against some sections of the population. The system should allow motorists to pay by whatever method is most convenient to them, including: cash; cheques sent by post with out a cheque guarantee card; cheque supported by a cheque guarantee card at a payments centre; Sterling travellers' cheque; and debit or credit card in person, by phone or via internet"
